Recently, the Central Committee of the Communist Party of China and The State Council issued the Outline of Building a Strong country with High Quality (hereinafter referred to as the Outline). According to the Outline, by 2025, the overall level of quality will be further improved, the influence of Chinese brands will steadily increase, and progress will be made in building China into a quality country. By 2035, the foundation for building China into a quality country will be firmer, an advanced quality culture will become a common trend, and the overall strength of quality and brands will reach a higher level. Building China into a country with strong quality is not only an important measure to promote high-quality development and transform China's economy from big to strong, but also an important way to meet the people's needs for a better life. It is also the only way to enhance China's overall national strength and international competitiveness.
Product quality is higher than day. Quality xing, then all industries xing; Strong quality makes a country strong. Product quality is not only an important expression of the competitiveness of an enterprise, but also an important symbol of the level of economic development of a country. The Chinese nation has always adhered to the concept of "quality is the foundation of life, quality is the foundation of the country", and attaches great importance to the overall improvement of product quality. In the early days of reform and opening up, although China's production technology was limited, it never relaxed its pursuit of product quality. China held the first National "Quality Month" conference in August 1978, and launched various activities to improve product quality across the country. Since then, China has established the "producing good quality is glorious, producing poor quality is shameful" fashion. Since then, the annual National "Quality Month" activity has gradually gained popular support for the concept of "Strong quality Country" and gradually improved the quality of various products in China.
Since the 18th CPC National Congress, the CPC Central Committee and The State Council have attached greater importance to high-quality development. The National "Quality Month" held in September 2022, with the theme of "Promoting quality reform and innovation to build a quality country", has also received high attention from Premier Li Keqiang of The State Council. Premier Li Keqiang pointed out: "Quality is the foundation of business, the foundation of China, related to people's well-being." The Party's 21st Report clearly pointed out that "we should stick to the focus of economic development on the real economy, promote the new type of industrialization, and speed up the building of a strong manufacturing and quality country..." .
As an important programing document for the implementation of the requirements for high-quality development put forward at the Party's 20th National Congress, the Outline not only sets out the main goals and time points for strengthening China's quality, but also puts forward specific measures. To be specific, the main goals are embodied in the two time nodes of 2025 and 2035, namely, the infrastructure construction of a quality country, the shaping of an advanced quality culture, and the comprehensive improvement of quality and brand strength. We will continuously promote the development of economy towards quality and benefit, enhance the comprehensive competitiveness of industrial quality, accelerate the upgrading of product quality and other specific goals. The key tasks are specific measures to implement the goals, which are reflected in 27 key tasks and 7 special projects in 8 areas proposed in the Outline.
The timely promulgation of the Outline is not only timely, but also imperative. This is because, in terms of the stage of economic development, the Chinese economy is now in a crucial period of transformation of the development model, optimization of the economic structure and transformation of growth drivers. Only by strengthening quality improvement in all aspects and making China a quality country can we cultivate new drivers and build new strengths for economic development. Therefore, from the point of view of consolidating the foundation for promoting the development of economic quality and benefit, strengthening the construction of quality power is the due meaning of promoting high-quality economic development. From the internal requirements of industrial high quality development, industrial high quality development means that the people's quality awareness significantly improved, quality management and brand development ability significantly enhanced, product, engineering, service quality overall level fundamental improvement and so on. This requires that the quality and safety of all kinds of products be more guaranteed and predictable. For example, the quality of major technological equipment, major projects, important consumer goods, and high-tech products in emerging fields must reach the international advanced level, and the quality of trade, tourism, finance, logistics and other services must be significantly improved. From the perspective of national governance ability, the construction of quality power emphasizes the continuous improvement of industrial and regional quality competitiveness, more modern and efficient quality infrastructure, especially the quality management system is more perfect, advanced quality culture is becoming a trend, quality and brand comprehensive strength to reach a higher level, which is to achieve the requirements of Chinese modernization of governance.
It should be pointed out that in the construction of a quality country, strengthening the construction of a modern industrial system is the foundation. To be specific, to emphasize the building of a quality country, we should attach great importance to the high-quality development of the real industry, especially the manufacturing industry. This means gradual upgrading of traditional industries and accelerated development of emerging industries such as artificial intelligence, biological manufacturing and new energy.
